Background

LIPASTO is a calculation system for traffic exhaust emissions and energy consumption in Finland (inventory tool). The system is developed by the Technical Research Centre of Finland (VTT). The first version of the system concerning road traffic emissions (LIISA model) was published in 1988. In the year 1997 a calculation system for all traffic modes was made. It was called LIPASTO (chest of drawers) and it comprised besides the road traffic model LIISA 1996 also submodel RAILI 1996 for railway traffic, MEERI 1996 for waterway traffic and ILMI 1996 for air traffic. The air traffic model was entirely produced by the Civil Aviation Administration. All these models have been updated annually and now the latest version is LIPASTO 2007. The LIISA software for calculating exhaust gas emissions of road traffic in Finland has been revised thoroughly with new basic data. The Ministry of the Environment, Fortum Oil and Gas Oy, the Ministry of Transport and Communication and VTT have financed the LIPASTO model in the course of time. Nowadays the Statistics Finland finance the model updating.

Unit emissions of traffic (g/tkm, g/hkm)

Besides the area wise emission data also data on emissions of a single driving occasion and e.g. for calculation of emissions of a production plant transportation is needed. In these cases source data is the mileage (tonne-kilometre or person-kilometre) and the emission factor for the mileage (g/tkm, g/personkm). These kind of figures were not previously available in Finland but anyone who needed them used own figures or figures from foreign countries. This prevented a proper comparison of calculations and it became obvious that national "consensus" figures were needed. In the year 2000 the first version of the unit emission data bank (4000 figures) for all traffic modes was published on these web pages.
